Why the electronic configuration of potassium is 2 8 8 1 even M Shell can store 18 electron?

since potassium has 19 electrons so the first two shells i.e k and L will fill completely and the rest is 9 which is less than 18 so in the m shell there would be 8 electron in place of 18.

Due to the octant rule proposed by Bohr &Bury
 
because if the atom has gained and full with 8 electrons then it goes its filling in another shell
