PARAKH was established as a separate unit within NCERT, following a notification on February 8, 2023 (Notification no. 1-4/2012-EC/101-164). Its main goal is to create standards, set guidelines, and manage activities related to student assessments. Aligned with Para 4.4.1 of NEP 2020, PARAKH plays a crucial role in transforming the assessment framework, focusing on competency-based learning and holistic development. It also undertakes additional tasks outlined in National Education Policy (NEP) 2020 to improve the overall assessment system in education. There are four main areas that PARAKH focuses on, which we’ll explore in detail. What is the PARAKH according to NEP 2020? According to the National Education Policy 2020, PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) is proposed as a national assessment centre to set standards and guidelines for student evaluation across all school boards in India. PARAKH was established under the National Council of Educational Research and Training (NCERT) to reform the assessment system and ensure uniformity, fairness, and competency-based evaluation nationwide. 4 Focus Areas of PARAKH in NEP 2020 Capacity Development in Competency-Based Assessment Project Vidyasagar – PARAKH, in partnership with the PhD Chamber of Commerce (PhDCC), is hosting a series of workshops across India. These workshops aim to spread knowledge about learning competencies at different educational levels—Foundational, Preparatory, Middle, and Secondary—according to the National Curriculum Framework 2023 (NCF 2023). The goal is to help educators and teachers understand the new teaching methods and policy changes introduced by NCF 2023. This will help address any gaps in implementing competency-based learning and teaching. Large-Scale Achievement Survey One of the core responsibilities of PARAKH is conducting large-scale achievement surveys to measure and monitor learning outcomes across the country. These surveys help evaluate whether students are achieving the expected competencies outlined in the National Education Policy (NEP) 2020 and the National Curriculum Framework (NCF) 2023. Unlike traditional exams that focus mainly on marks, these surveys assess conceptual understanding, foundational literacy, numeracy skills, and application-based learning. The objective is to generate reliable data that can guide evidence-based decision-making in education policy and classroom practices. 2.1: State Educational Achievement Survey 2023 On 3rd November 2023, PARAKH conducted the State Educational Achievement Survey (SEAS) across India. The survey assessed students of: Grade 3 Grade 6 Grade 9 The assessment focused on key learning areas such as: Foundational Literacy Foundational Numeracy Language Mathematics The survey was conducted across 30 States and Union Territories, covering approximately 8 million students. Due to assembly elections, Rajasthan and Chhattisgarh conducted the assessment later in December, increasing the total participation to around 8.5 million learners. This large-scale survey provided valuable insights into learning gaps, regional variations, and student performance trends across India. 2.2: PARAKH Rashtriya Sarvekshan 2024 Building on earlier assessments, the PARAKH Rashtriya Sarvekshan 2024 further expanded the national evaluation framework. It covered: 74,229 schools 21,15,022 students 2,70,424 teachers Conducted across 36 States and Union Territories Classes assessed: 3, 6, and 9 Subjects: Language, Mathematics, The World Around Us (EVS), Science, and Social Science This survey strengthens India’s transition toward competency-based education, ensuring that assessment goes beyond rote memorization and focuses on practical understanding and real-world application. For more: here Equivalence of School Boards PARAKH is working towards standardizing examination practices across various school boards in India. This effort aims to ensure that all forms of learning—academic, vocational, or experiential—are given equal credit. To support this, PARAKH held regional workshops from June to August 2023, gathering data on administration, curriculum, assessments, and infrastructure from different boards. Tools like the Equivalence Questionnaire and Question Paper Template Analysis were used for data collection. Based on this data, a report was prepared to highlight areas needing improvement. National workshops in November and December 2023 allowed boards to review and comment on the report, leading to the drafting of policy recommendations for achieving examination equivalence. Holistic Progress Cards PARAKH is developing Holistic Progress Cards for the Foundational, Preparatory, Middle, and Secondary educational stages. The latest version, NCF 2023, reflects a future-ready approach to education, reshaping curriculum design to align with evolving student expectations and the goals set under NEP 2020. The National Curriculum Framework (NCF) provides a standard structure applicable across India that can be used as a ready reckoner by schools and education boards to design syllabi, teaching objectives, textbooks, and lesson plans. What is the National Curriculum Framework (NCF)? In education, NCF full form is National Curriculum Framework, a policy document that provides the structural blueprint for what is taught, how it is taught, and how students are assessed across India&#8217;s schools The National Curriculum Framework (NCF) is a detailed document developed by the National Council of Educational Research and Training (NCERT) in keeping with the National Education Policy (NEP). The Ministry of Education sets down the goals and objectives for the education system through the NEP. The NCF is a document that outlines the approach to realise this vision. Additionally, The NCERT has the job of reviewing the NCF at regular intervals to ensure it is updated and in line with the NEP. What is National Education Policy 2020? The National Education Policy (NEP) 2020, approved by the Union Cabinet in July 2020, is a comprehensive roadmap to transform India’s education system for the 21st century by emphasising holistic, student-centric learning that fosters critical thinking, creativity and real-world skills rather than rote memorisation; it replaces the old 10+2 structure with a new 5+3+3+4 structure covering ages 3–18 and integrates early childhood education into the formal system, promotes interdisciplinary learning, technology use, and inclusive practices to improve quality and equity in education. It also published the first NCF guidelines for teacher education. NCF 2000 — Focused on curriculum renewal for a technology-changing world. Introduced Continuous and Comprehensive Evaluation (CCE) concepts and strengthened the framework&#8217;s guidance on assessment beyond rote testing. NCF 2005 — The landmark &#8220;Learning Without Burden&#8221; framework, developed under the chairmanship of Prof. Yash Pal. It called for a decisive shift away from rote memorisation, introduced constructivist pedagogy, and connected learning to real-life experiences. The NCF 2023 plays a pivotal role in implementing the education system envisioned by the NEP 2020, one that prepares students for the 21st century. NCF 2023 outlines and defines the goals and ways to achieve those goals. It informs the education boards, schools, and teachers on Objectives of learning: The age-appropriate aim of education for each stage. Key areas of learning: Aspects covered include languages, values, subjects, skills, etc. Standards of learning: Targeted outcome. Teaching-learning methods: The modes of instruction—play, project-based learning, classroom teaching, etc.; teaching material such as supplementary reading, worksheets, etc.; and the use of technology. Standards for content: Learning targets and what needs to be included in lesson plans. Evaluation and assessments: How will the students be assessed &#8211; projects, exams, ideas presented, class participation, etc. Teacher training and education: Ensuring teacher skill updation and preparedness with tools outlined to be used. <li>An <strong>interdisciplinary approach</strong> has been laid down to teach social sciences for grades 6 &#8211; 8. Under this approach, subjects like history, geography, political science, and economics will be covered in a single event or theme. Where required related disciplines such as philosophy, anthropology, sociology, and psychology would also be included. The curriculum provides fair flexibility in choosing the themes and content with 20% weightage assigned to local content, 30% to regional, 30% to national, and another 20% to global topics. The NCF 2023 introduces a third language requirement to be taught and learned in schools. The students will now be required to pursue three languages with a different curriculum focus on literacy and proficiency levels for each language. The curriculum defines goals, learning outcomes, and competencies for each language as per stages of education (Preparatory, Middle, and Secondary).
